The rocket launch site need to be on the equator with a long stretch of water to the east. For the western hemisphere, the only choice is launching from Brazil. The lasers should be located 45 degrees to the west of the launch site for geometric reasons.

This places the lasers in south Texas.

The lasers need to be supplied with about 8 GW of power plus 2 GW for coolikng. This is 12.5 percent of the 80 GW installed in Texas, so it is not an impossible amount.

Supplied as DC, it would be 500,000 V and 2000 A. Supplied as grounded neutral Y, it would be 500,000 VAC and 2000/3 A per phase.
