This page is categorized in "vexators" because it is mainly a list of organizations/entities. Later on, however, we may want to have information about coping with unwanted calls in general, in which case an "unwanted callers" category would be a better name. At that point, this page would go into the "vexations" category, and the "unwanted callers" category would be in "vexators".
