I've been battling with this for several weeks now. The problem is basically that apps can't log in, and the problem is somewhere in the "grant access" stage.

Originally, it was both the desktop and mobile apps. I found I had somehow neglected to activate Apache's "Headers" module; after that, several things changed:
* Accessing the WebDAV URL directly returned a login dialog instead of an error page.
* The desktop app was able to connect.
* The mobile app, instead of returning a 401 error (like [https://help.nextcloud.com/t/android-client-login-fails-with-401/60183/5 this]), now just returns to the "server address" page (for connecting a new account).

* I'm not sure if [https://docs.nextcloud.com/server/21/admin_manual/installation/source_installation.html?highlight=apache "Multiviews"] is actually critical or not...
