Who deleted this bit? I just want to make sure the deletion was legit. It was done by anonymous user 69.92.10.161, who has a history of apparently-valid contributions, but when I see stuff just deleted with no explanation, it's time to check. [edit] Opportunity Cost?
I think one thing missing from your plan is the opportunity cost of your program in terms of energy generation. In particular, taking the same cost for your program, if that money were invested in lining the deserts with solar panels or into wind farms instead, how would it compare? Would the same money be better invested in terrestrial sources of energy?
